The Civil Aviation Department (CAD) is pleased to announce that the second phase of applications for the Regulated Air Cargo Screening Facilities (RACSF) Scheme is now open. Interested parties are encouraged to submit applications to the CAD.
To meet the new policy direction of the International Civil Aviation Organization (ICAO) on air cargo security, which will be effective from July 2021, CAD launched the RACSF Scheme to enable and regulate off-airport screening of air cargo, with its initial phase of applications opened on 30 October 2018 and closed on 31 December 2018.
With the active participation and support of the industry, around 90 applications were received. The CAD has been processing the applications and has already given its acceptance-in-principle to the x-ray equipment proposed by most of these applicants.
As of today, many applicants of the initial phase of the RACSF Scheme have already started their preparation (inter alia, procuring or renting the x-ray equipment), for commencing screening operations well before November 2019, when all regulated agents (RAs) will be required to screen 25% of their known cargoes consigned by existing consignors which have not been validated by CAD . Taking into account the keen interest by the trade, the second phase of the RACSF Scheme is open for applications from 6 May 2019.
Information about the RACSF Scheme – including application form, list of accepted x-ray equipment, transitional arrangement and FAQs – are available on the CAD's website (www.cad.gov.hk/english/icao2021.html). Applications should reach the Security Section of the Airport Standards Division of the CAD by one of the following means:

Taking into account the lead time required for processing the RASCF applications, and the timing of the next stage of the phased implementation of ICAO's policy direction (from March 2020 to August 2020 – see footnote 1 below), interested parties are encouraged to submit applications to the CAD as soon as possible, preferably before 31 August 2019.

1 To help the air cargo industry gradually gear up for the full implementation of the ICAO policy direction, a transitional arrangement is put in place for RAs to progressively increase the required screening percentage of known cargoes consigned by existing consignors which have not been validated by CAD, from 1% to 100% over the next two years. From November 2019 to February 2020, all RAs will be required to screen 25% of their cargo tendered by consignors not approved by the Government; from March 2020 to August 2020, the required screening percentage will be increased to 40%.
